collection agency says its there policy that they will not be able to give me a paid in full letter untill 21 days after the money is posted to my account. Is this true and is it a law i can fight this with. Trying to close on house in 15 days.

If you have the means to recieve a fax - call them back and tell them you want your confirmation sent to you by fax. If they say they can't get a manager on the phone - they can send it to you this way.
