While the partiot act has definately poked a serious hole in privacy and citizen rights, banking and financial records have always been relatively "wide open". The IRS has always had that type of power (although you would've been notified) and a good (but unscrupulous)private investigator could easily find someone's bank info if the price is right. I also question some of the tactics employed by some of the insurance agencies.
