Ran out of money and maxed out on CC's in 1995. As a result, that semesters' tuition has been unpaid and I had received dunning letters from both the University and a collector. In 2000 I received a letter from the University stating the matter was going to the state comptroller. In 2001 the comptroller seized my state tax refund ($68.00). Nothing else was seized as I've not had a state refund since. Funny thing is nothing is on my CR's.
Is this some type of lein? Obviously, it's not a judgement, so how can I address this debt? Am I suit worthy?
Debt is for $1800.00.

O.K. I'm bumping this because I've received my LexisNexis report and have confirmed that there is no lien or judgment of any kind in regards to this debt. It's not on my CR's and I haven't gotten any dunning letters in a few years but the University did send out a letter saying it is with the comptroller and any verification would be done thru the University.
So, is there a SOL on this?
If the comptroller has it, what is his jurisdiction in this matter?

It is considered a tax offset. It will not appear as a lien or levy on your credit report. They will seize any tax refund or lottery winnings due to you.
I used to work at a state university and to my knowledge there is no SOL on this type of debt.

So then, can I work out payment arrangements? And with who?

You would go back thru the school. They still own the debt and they are the ones who actual submit the tax offset.
