Default Possible to negotiate a rehab with EdFund instead of Windham?

I keep trying to get a live person at EdFund but every time, the automated service tells me to call Windham (CA) directly.

I would really like to work with EdFund (OC) to set up a repayment plan and have the loan rehabbed but I can't get through the phone lines.

Is my request even possible?

Nope. The DOE has contracted with Windham to handle to account which means that they get paid for collections during a specific period of time. Thus the DOE is not going to waste manpower hours when they are contractualy obligated to pay a CA.
